1. The imported goods subject to license management in 2023 are ozone depleting substances and key used mechanical and electrical products, as detailed in the Import license Management Goods Catalogue (2023).。The Ministry of Commerce or the competent department of commerce at the provincial level entrusted by the Ministry of Commerce shall be responsible for licensing the import of the above goods and issue the Import License of the People's Republic of China (hereinafter referred to as Import License) to the qualified applicants.。
(1) The import license applied for by the import unit of key used mechanical and electrical products and the import license applied for by the State-owned Assets Supervision and Administration Commission of the State Council enterprises in Beijing shall be issued by the Quota License Bureau of the Ministry of Commerce (hereinafter referred to as the License Bureau)。
(2) The import license applied for by the import unit of ozone depleting substances shall be issued by the provincial competent department of commerce。The relevant requirements shall be implemented in accordance with the Administrative Measures for the Import and Export of Ozone Depleting Substances。
There are 43 types of export goods subject to license administration in 2023, as detailed in the Catalogue of goods subject to Export License Administration (2023).。The Ministry of Commerce or the competent commercial departments at the provincial level and the competent commercial departments of sub-provincial cities entrusted by the Ministry of Commerce shall be responsible for the implementation of the export license for the above-mentioned goods, and issue the Export License of the People's Republic of China (hereinafter referred to as the Export License) to the qualified applicants.。
(A) Wheat, corn, coal, crude oil, refined oil (excluding general export of lubricating oil, grease and lubricating oil base oil), cotton and other goods export licenses applied for by the export units and in Beijing under the management of the State-owned Assets Supervision and Administration Commission of the State Council of the export license, issued by the licensing bureau。

3. In order to maintain foreign trade order, the following export goods shall be issued by designated agencies。The export of such goods requires an export license from the designated authority。
(1) Export licenses applied for by exporters of live cattle (to Hong Kong and Macao), live pigs (to Hong Kong and Macao) and live chickens (to Hong Kong) by land transport shall be issued by the Special Commissioner's Office in Guangzhou and the Special Commissioner's Office in Shenzhen of the Ministry of Commerce。
(2) The export license applied for by the export unit of artificial cultivation of ephedrine for medicinal materials shall be issued by the Special Commissioner's Office of the Ministry of Commerce in Tianjin。
(3) The export license applied for by the natural sand (to Taiwan) export unit within the administrative region of Fujian Province and the export license applied for by the standard sand export unit shall be issued by the Special Commissioner's Office of the Ministry of Commerce in Fuzhou。The export license applied for by the export unit of natural sand (to Taiwan, Hong Kong and Macao) within the administrative area of Hainan Province shall be issued by the Special Commissioner's Office in Hainan of the Ministry of Commerce。The export license applied for by the export unit of natural sand (to Taiwan, Hong Kong and Macao) outside the administrative area of Fujian Province and Hainan Province shall be issued by the Special Commissioner's Office of the Ministry of Commerce in Guangzhou。
